    Help for Seniors

    Property Tax Rebate for Seniors – Applications open now!

    Helps low-income seniors with the cost of municipal residential property taxes. Rebates are 50% of what you paid on the previous year’s property taxes, up to a maximum of $800. Applications will open from July 2023 – December 2023.

    Senior Care Grant – Applications open now!

    The Senior Care Grant helps low-income seniors with the cost of household services (like snow removal, grocery delivery, lawn care and small home repairs and maintenance).

    Home Adaptations for Seniors IndependenceCall 1 (844) 424-5110 to apply now!

    This program helps homeowners pay for home adaptations so seniors with low incomes can stay in their homes independently for longer periods of time. A one-time forgivable grant of up to $3,500 is available.

     

    Help for Low-Income Residents

    Low Income Property Tax Exemption Applications open now!

    Exemption of up to $400 for low-income Queens County residents.  Eligibility based on total household income. Applications are open from April 2023 – February 2024.

    Community Volunteer Income Tax Program – Program now closed for the 2022 Tax Year

    Help with income tax filing, available to low-income Queens County Residents.  

    Targeted Housing Benefit – Applications available online now!

    Do you own your home? Do you spend at least half of your income to run it? You may be eligible for the Homeowner Targeted Housing Benefit—a monthly benefit that makes living in your home more affordable.

    Targeted Renters Benefit – Applications available online now!

    The Targeted Housing Benefit provides eligible renters with a monthly allowance to help them afford their rent. The benefit you can receive is based on your household size and income, as well as the average market rent in your area.

     

    Home Heating Assistance

    HEAT Fund – Applications open January 2024

    The HEAT Fund offers assistance of up to $400 for individuals and families in an emergency home heating situation.  The criteria has been updated for 2022 so if you did not qualify before, you could qualify now!

    Heating Assistance Rebate Program – Applications now open

    Helps low-income Nova Scotians with the cost of home heating. Rebates range from $100 to $200. 

     

    Housing Assistance

    Access-A-Home Program – Call 1 (844) 424-5110 to apply now!

    This program provides eligible clients with a non-repayable grant of up to $7,000 to help make their home wheelchair accessible. The amount of the grant varies based on household income.

    Disabled Residential Rehabilitation Program – Call 1 (844) 424-5110 to apply now!

    This program provides financial assistance up to $16,000 for landlords to modify homes to be more accessible for residents with disabilities OR homeowners who can’t afford to make their homes more accessible for persons with disabilities.

    HomeWarming Program – Apply online now!

    HomeWarming provides a free home energy assessment, and may provide free energy upgrades based on that assessment, to eligible homeowners. Applications are limited to one per household.

    Provincial Housing Emergency Repair Program – Call 1 (844) 424-5110 to apply now!

    This program offers financial assistance to homeowners for emergency repairs to their homes. The maximum amount of funding available is a $6,500 grant to help cover the cost of labour and materials.

    Small Loans Assistance Program – Call 1 (844) 424-5110 to apply now!

    This is a provincially funded program to improve housing conditions by providing low interest loans, up to $20,000, to qualified applicants.

    Down Payment Assistance – Call 1 (844) 424-5110 to apply now!

    Assists Nova Scotians with modest incomes who pre-qualify for an insured mortgage to purchase their first home. Eligible participants can apply to receive an interest-free repayable loan of up to five per cent of the purchase price of a home.

    November 22, 2021: On Monday, November 22, Church Street, Liverpool will close between Park Street and Jubilee Street for the continuation of work in the area of Court Street. Detours will be in place. The road closure will continue to be in effect until November 26. We apologize for any inconvenience caused while we complete this necessary infrastructure work.

  • Updated Policy 66: Traffic Authority Approved

    November 8, 2021: At the Council meeting on October 26, 2021, Council approved revisions to Policy 66 Respecting the Appointment of Traffic Authority.  Those revisions include reappointing Adam Grant, Director of Engineering and Public Works, as the Traffic Authority for Liverpool, a role he has held since July 16, 2020.  Garrett Chetwynd, Assistant Director of Engineering and Public Works, has been designated the alternate to serve as Traffic Authority in Adam’s absence.

    Motor Vehicle Act of Nova Scotia requires that each town or former town in Nova Scotia appoint its own traffic authority to enforce certain provisions of the Motor Vehicle Act. This appointment is for Liverpool; the traffic authority for all areas outside Liverpool is governed by the Provincial Traffic Authority and their Deputy Provincial Traffic Authorities. Traffic Authority reviews requests for road closures, parades, emergency safety plans as they relate to transportation routes, planned detours, traffic signage, etc.

  • Request for Pricing: Hillsview Acres Home for Special Care Snow Removal and Ice Control

    November 2, 2021:  Region of Queens Municipality operates the Hillsview Acres Home for Special Care, a residential care facility located at 14 Middlefield Road, Queens County.  The facility houses 29 residents and 27 part time and full time employees to operate the facility.

    Hillsview Acres is seeking pricing proposals from qualified contractors to provide snow removal and ice control services for the 2021- 2022 winter season.

    Qualified companies are required to submit a proposal outlining their business

    background, services they provide, demonstrate that they have the equipment

    and resources to meet the terms of this request. Price quotations must be received by November 12, 2021, by 12:00 noon local time, to the attention of Janie Ryan by email to jryan@regionofqueens.com, or arranged to be delivered in person at 14 Middlefield Road by phoning the reception desk at 902-685-2966.

  • Nov. 5 – 11 is Veterans’ Week: Flag of Remembrance on Special Purpose Flag

    November 1, 2021:  In observance of Veterans’ Week, Region of Queens Municipality is flying a flag of Remembrance on the Special Purpose Flagpole at Town Hall Arts and Cultural Centre , 219 Main St., Liverpool, beginning November 1 and continuing until November 11. Veterans’ Week is an opportunity to honour those who have served our country in times of war, military conflict, and peace-keeping.

    We are also proud to advise that, not only during Veterans’ Week, but all year long, Region of Queens Municipality is honoured to allow those with a Veterans’ license plate to park for free at parking meters, as per Bylaw 9- Parking Meters.

    It is a small token of appreciation for the service and sacrifice they have made defending our rights and freedoms.

  • Update: Public Notice: Cowie Well, Liverpool to Reopen

    October 29, 2021: The Cowie Well located at 733 Main Street, Liverpool, has been approved to reopen by Nova Scotia Department of Environment.

     We thank the public for their patience.

    October 21, 2021:  The Cowie Well located at 733 Main Street, Liverpool, will be closed until further notice. As a requirement of Nova Scotia Department of Environment, bacteria testing is conducted regularly.  The most recent test showed presence of coliform and as a result, the well needs to be closed for further testing.  If you have recently taken water from the well and are concerned, please dispose of it.

    We will notify when Cowie Well is approved to be reopened.

  • Free Opportunity for Queens Businesses: HOLIDAY GIFT GUIDE

    October 20, 2021:  For the second year in a row, RQM, in partnership with DvL Publishing, is producing a Holiday Gift Guide. The Holiday Gift Guide is an opportunity for local businesses, artists, crafters to showcase seasonal (or not) offerings, products, and services. If you participated last year, please note we’ve made some big changes to format, giving you more space for key information, product descriptions and photos. Each business will have 1/3 page to advertise something special.

    To make it easy, we’ve created a fillable form for you: Holiday Gift Guide Form. Once you’ve submitted the form, please send along photos of your featured products to dvlmedia1@gmail.com and cc dvlads@eastlink.ca.

    Whether you’re a salon, artist, crafter, retail store, café, restaurant, hotel, financial or insurance agency, bakery, convenience store, you have the ideal gift for someone in our community! This is a free opportunity and we hope you participate!

    If you have any events, such as tax free days or other special events, please let us know and we will include them in the events calendar.

  • Special Purpose Flag Pole: Mi’kmaq Grand Council Flag and Every Child Matters Flags

    At the October 12th Regular Council meeting, Council approved an application from the Diversity and Inclusion Action Team to fly the Every Child Matters flag along with the Mi’kmaq Grand Council flag on the special purpose flag pole.

    From October 18 through October 31, 2021, the special purpose flag pole, located at Town Hall Arts and Cultural Centre, 219 Main St., Liverpool, NS, will fly the Santé Mawiomi flag, (also known as Mi’kmaq Grand Council flag) as well as the Every Child Matters in honour of Mi’kmaq History month and in remembrance of the legacy of residential schools.

  • Accessibility Improvements Made at Beach Meadows Beach

    September 23, 2021; Liverpool, NS:  Beach Meadows Beach, a municipally owned beach, is now more accessible as the result of improvements. 

    A MOBI mat and an accessible picnic table have been installed by Region of Queens Municipality at the popular beach located in Beach Meadows.  A MOBI mat is a durable mat made to provide ease of access for people with disabilities, those using mobility aids, or parents with strollers to use beaches, parks, and other public spaces. It is non-slip, has white stripes for people with visual impairments, is UV-, water- and mildew-resistant, and made of 100% recycled polyester.  Sand barriers to reduce sand on the boardwalk leading to the MOBI mat have also been installed.

    “The MOBI mat provides a stable, accessible surface for people with mobility challenges to access the beach and get close to the ocean. Boardwalk #2 has been accessible for many years, but once people reached the end, they couldn’t actually go onto the sand,” said Darlene Norman, Mayor of Region of Queens Municipality.  “The Municipality is pleased to be able to provide increased access to this beautiful beach, and to show our commitment to working to become a more accessible community.” 

    This improvement was one of the items recommended by the Municipality’s Accessibility Advisory Committee as part of the Municipality’s recently approved Queens Municipal Accessibility Plan.

    The mats and sand barriers were partially funded by a Community Access-Ability grant from The Department of Communities, Culture & Heritage of $20,000 that was received as two thirds contribution of municipal accessibility projects.

  • Notice of Public Hearing: Rezoning of a Property in East Port L’Hebert

    TAKE NOTICE THAT Council of Region of Queens Municipality, on Tuesday October 12, 2021, at 9:00 a.m., in the Council Chambers of the Municipal Administration Building, 249 White Point Road, Liverpool, Nova Scotia will hold a Public Hearing on Council’s intention to adopt a bylaw respecting an amend to the Region of Queens Land Use Bylaw. The amendment would see:
    • Rezoning of PID# 70275185 and located at 1428 East Port L’Hebert Road in East Port L’Hebert from Fishing and Marine (M3) to Mixed Use Coastal Residential (R6).

    Any interested persons who wish to speak on this matter are invited to attend and make their opinions known to Council. Written submissions will be presented at the Hearing, and must be delivered to the Regional Office at least two (2) days prior to the time of the Hearing.

    A copy of the proposed bylaw and accompanying report are available at the Office of the Planning Department in the Municipal Administration Building, 249 White Point Road, Liverpool, Nova Scotia, between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday.

    *In the event that COVID – 19 restrictions change and Council is unable to physically meet, arrangements will be made to hold the hearing virtually and the public will be notified accordingly.
