  • Media release: Council Approves New Chief Administrative Officer for Region of Queens Municipality

    September 26, 2023; Liverpool, NS: The hiring of a new Chief Administrative Officer (CAO) was unanimously approved by Region of Queens Municipality’s Council at the September 26, 2023 Regular Council meeting. Council announced the appointment of Cody Joudry as its new CAO, effective in mid November, 2023.

    “The Region of Queens requires a CAO who will move the entire organization forward in a unified manner while working for our citizen’s best interest. Cody Joudry has strong communication skills, understands the importance of public engagement, and has illustrated experience guiding council to short- and long-term priority setting.  These are the attributes required to move our community of Queens forward in a positive manner,” said Darlene Norman, Mayor of Region of Queens Municipality.

    Bringing over 16 years of municipal experience, Joudry has held key leadership roles, including Director of Development and Tourism at the County of Dufferin in Ontario, Director of Economic Development at the County of Huron in Ontario, and Manager of Economic Development and IT Services at the County of Annapolis in Nova Scotia. His expertise spans diverse areas, including community engagement, strategic planning, economic development, and customer relations.

    With family ties extending across Southwest Nova Scotia, Joudry has deep roots in the community. His family originates from Caledonia, and his unwavering dedication to community development has been a consistent hallmark of his career. Joudry is also a proud Mi’kmaw from L’sitkuk First Nation.

    Joudry is dedicated to building positive and collaborative relationships with staff, Council, community members, and stakeholders, making this a priority in his new role as Chief Administrative Officer.

    “I am honored to serve Region of Queens Municipality and look forward to leveraging my experience and passion in the service and for the prosperity of the residents,” said Joudry.

    Since May 2023, the CAO position has been held by Interim CAO Dan MacDougall, who was contracted to assist Region of Queens Municipality’s Council.  There will be a brief period of overlap as Joudry familiarizes himself with the position, and current and upcoming projects, and Council priorities.

    “As Cody Joudry prepares to take on the leadership role as CAO, Council is grateful to Interim CAO Dan MacDougall who came to us from retirement after last serving as CAO in the Municipality of the District of Chester.  Dan’s knowledge and sound judgement in the spring and early summer, was valued by Council, and we are pleased to have him back with us again this autumn until Cody takes on this important leadership role,” said Mayor Norman. “Council also thanks staff, as several of the Region of Queens Municipality’s Department Directors served as acting CAO’s over the summer months.  Their dedication to the Municipality and its residents is appreciated,” said Mayor Norman.

    Joudry will serve as Region of Queens Municipality’s fifth CAO in the 27 years since amalgamation in 1996. 

  • Special Council Meeting

    There will be a Special meeting of Region of Queens Council held on Thursday, September 21, 2023 at 12:15 p.m. in the Region’s Council Chambers, 249 White Point Road, Liverpool.  The purpose of this meeting is to deal with an In Camera Personnel item.  An agenda can be found on the website.  

  • Message from Mayor Darlene Norman: Boil Water Advisory

    Myself, other members of Council and staff are repeatedly asked, ‘What are the specifics respecting the reasons for the length of time the boil water advisory has been issued?’ Department of Environment stress the message displayed at the bottom of this page, is the one message to give.  Having said that, I will offer you what I know as of today’s date.   Fixing this situation has been a priority since day one.  Water utility staff have engaged consultants, various agencies, and other water utility specialists.  The water utility plant is working at 2/3 capacity and water is being produced that is sanitized based upon manual testing and adjustments.  The components which do this electronically have arrived, however it is imperative that before they are installed every method is undertaken to ensure stable energy to the plant.  In other words, physical work is presently being undertaken in conjunction with Nova Scotia Power to make the plant resistant to lightning impacts before installing valuable components.  To install these components, have more lightening strikes and be back to square one, is not logical.   I thank those who have been patient.  Once Department of Environment are satisfied consistent water quality that is within their parameters can be met, they will provide notice the boil water advisory can be lifted.

  • Special Weather Statement in Effect

    August 25, 2023; 12 p.m.: Environment Canada has issued a Special Weather Statement in effect for western, central and northwestern Nova Scotia, including Queens County.  Heavy rainfall possible for some areas, with total rainfall possibly reaching or exceeding 50 millimetres, starting late Friday night into Sunday morning.Rainfall amounts could exceed 25 millimetres per hour locally. Heavy downpours can cause flash flooding and pooling of water.     NOTICE OF PASSING

    IN THE MATTER OF the MUNICIPAL GOVERNMENT ACT being Chapter 18 of the Statutes of Nova Scotia, 1998.

    TAKE NOTICE THAT on August 8, 2023, Council of Region of Queens Municipality adopted a Bylaw respecting amendments to Region of Queens Land Use By-law.  The amendments saw:

    • Amending the Zoning Map to change the zoning of PID#’s 70027982, 70040423, 70017983 and 70028477 to Multiple Unit Residential (RM).

    An aggrieved person may appeal the decision of Council, within fourteen (14) days of the publication of this notice, to the Nova Scotia Utility and Review Board.

  • Special Purpose Flagpole: Emancipation Day, August 1

    In observance of Emancipation Day, Region of Queens Municipality is flying the Pan African Flag on the Special Purpose Flagpole at Town Hall Arts & Cultural Centre, 219 Main St., Liverpool, on August 1.

    Emancipation Day marks the end of slavery in many British colonies. The Slavery Abolition Act of 1834 ended slavery in the British Empire on August 1, 1834. The first colony to have anti-slavery legislation was Upper Canada, modern day Ontario with the Act Against Slavery 1793.

  • UPDATED: Milton Centennial Pool & North Queens Aquatic Centre

    July 24, 2023; 1:21 p.m.: The North Queens Aquatic Center in Caledonia will be opening today for public swim from 2:30 -4:00 p.m., and will be open for public swims Tuesday, Wednesday and Thursday from 2:30 – 4:00 p.m, and Friday from 2:30 – 3:30 p.m. Admission to Public Swim is free of charge this week only.

    Swim lesson registration for the next session of lessons at North Queens Aquatic Centre will be held July 25 and 26th at the Aquatic Centre. Residents of South Queens are reminded that they are welcome to register for lessons at the North Queens Aquatic Center, or call 902-682-2009.

    July 24, 2023:  Unprecedented rainfall and related flash flooding over the weekend has significantly damaged the infrastructure of the Milton Centennial Pool.

    It will remain closed for the remainder of the season as assessment of the extent of the damage continues by our Engineering and Public Works Department.  Staff are contacting those who are registered for session 2 swimming lessons regarding refunds of registration fees.

    We regret any inconvenience and disappointment this may cause.

  • EMO updates

    July 26, 2023: Nova Scotians can now apply for disaster financial assistance related to damage from flooding.

    The program covers up to $200,000 in uninsurable losses per household, small business and not-for-profit organization.

    Applications are available:

    Residents are asked to continue to assess damage, keep all receipts and take pictures and video, as well as work with their insurance companies.

    Disaster financial assistance does not replace private insurance and only uninsurable damage is eligible.

    People who are not sure if their insurance covers the damage should contact their insurance broker or company, or the Insurance Bureau of Canada at 1-844-227-5422.

    *** Please note: Kejimkujik Seaside is closed due to the washout of St. Catherine’s River Road, Port Joli. There are barricades in place for safety at the washout area. Please do not cross the barricades.

    West Queens Recreation Centre will be open until 8 p.m. tonight (July 22, 2023) for charging devices and equipment, having a shower, water, and there is a limited amount of food available as well. West Queens Recreation Centre is located at 70 Riverhead Road, Port Mouton.

    Voluntary Evacuation – Saturday, July 22, 2023

    St. Catherine’s River Road, Port Joli – Civic #297 to the end of the road

    ** departure at end of St. Catherine’s River Road, past the entrance to Keji Seaside Park at 5:00 p.m.

    • Due to a washout on St. Catherine’s River Road, Port Joli, Residents beyond civic #297 are unable to exit from the road, and there is no ability for anyone to enter.
    • It is anticipated that road repair by Nova Scotia Public Works will not be completed for at least 5 days.
    • A one-time evacuation is being coordinated by Region of Queens EMO with the help of local Fire departments and volunteers. This evacuation will be by boat, then by bus to the West Queens Recreation Centre, 70 Riverhead Road, Port Mouton, where a Red Cross Evacuation/Registration Centre is being set up. You are welcome to stay there or find accommodation with friends/family or elsewhere.
    • Boats will be at the end of St. Catherine’s River Road at 5 p.m. If there are any people in your household requiring assistance to evacuate due to a mobility challenge, please call 902-523-0206, ASAP.
    • Please pack lightly and bring medication, clothing and supplies for 5 days. You are welcome to bring your pets, however will have to make your own arrangements for their accommodation.
    • If you choose not to evacuate at this time, please be aware that there is no access to properties beyond #297 and medical and emergency services will be unable to access the area by road for at least 5 days.

    Possible Evacuation of Residents along Mersey River No Longer Required

    1:50 p.m., July 22, 2023, Liverpool:  Please note, that possible evacuation is no longer required for residents along the Mersey River, in the area of Cowie Falls and the bridge in Liverpool.  Water levels have fallen to below maximum levels.  Nova Scotia Power continues to be on site at their dams and are monitoring the situation, and Region of Queens EMO remain in contact with them.

    The public is advised to stay away from river shorelines as water levels remain elevated and fast moving.  As well, please stay off the roadways unless necessary, to allow emergency services and Public Works crews to do their work to keep the community safe.

    July 22, 2023; Liverpool, NS:
      As a result of rising water levels from recent heavy rainfall, residents with properties along the Mersey River, Queen County and adjacent areas are advised to be prepared in case an evacuation is required, from Cowie Falls to the Bridge in Liverpool.  If an evacuation is required, it will be done door to door. A location of an evacuation registration centre will be provided at that time. 

    Since 9 a.m. July 21, more than 300 mm of rain has fallen and the area has experienced severe thunder and lighting.  Nova Scotia Power is on site and monitoring the situation of its dams, and Region of Queens EMO continues to be updated on the status regularly.

    Region of Queens Municipality urges the public to shelter in place unless they are contacted to evacuate.  The public is reminded to stay off roadways to allow emergency service providers to do their work. Further updates will be posted on the Region of Queens website – www.regionofqueens.com and on the Municipality’s Facebook page.

  • Notice: Traffic Disruptions

    To facilitate manhole inspections and data collection.

    Manhole inspections and data collection will be starting Monday, July 24th, 2023 and continuing through the Summer in Liverpool.

    As our Engineering Students, Josh Elliott and Dominic Losier conduct this important work there will be minor traffic disruptions.  Work will begin in the southwest portion of Liverpool (Milton) and move westward toward Liverpool Harbour.
